Equity and Redistribution crucial to Labour Relations Commission Proposals
The Labour Relations Commission Proposals are a move towards greater equity and redistribution in the public sector but we still need systematic review.
"Competency and expertise deserves to be rewarded, but poor standards in the system need to be addressed" Green Party Enterprise and Employment Spokesperson Ciarán Cuffe today said.
"This proposal is more redistributive than previous agreements, and we encourage public servants to carefully consider the proposals before making up their minds. There are signs of reform within the proposals, particularly in the area of strengthening performance management, but even here they do not go far enough. There needs to be greater emphasis on rewarding ability rather than time in employment. "
Convergence in levels of pay between new recruits and existing staff is needed. The pay imbalance between those who entered the public service after 2011 and those who entered before is a glaring inequity. It remains unclear as to when this pay parity will be restored.
"In certain areas the public service recruitment embargo needs to be dropped to allow for continuity of vital front line services. This can be achieved by savings elsewhere."Changes in sick leave cover are welcome, but regional disparities in sick leave and absenteeism require radical reform. Improved management is required for the small number of free-riders who abuse sick leave provisions."
The proposals fail to tackle travel and subsistence arrangements. An opportunity has been missed to encourage cleaner vehicles and greater use of public transport. Paying 79 cent travel allowance per kilometre for large-engine cars is unacceptable and there should be greater encouragement to use public transport."Flexibility in work times must be managed, but it is important that any restrictions on work-sharing don't overly penalise working parents who need to care for their children."
